The Ministry of Industry and Information Technology raises the barriers to entry for the fluorine chemical industry

Compulsory integration brings room for development

The Ministry of Industry and Information Technology’s “Draft for Solicitation of Comments” clearly stated that the total scale of hydrogen fluoride for newly-built production enterprises shall not be less than 50,000 tons/year, and the single set of newly-built hydrogen fluoride production equipment shall not be less than 20,000 tons/year. At the same time, it is forbidden to use fluorite (also known as “fluorite”) as a raw material to build or expand hydrofluoric acid production equipment using the water direct absorption process. Hydrofluoric acid application enterprises should build hydrofluoric acid production plants on the spot using hydrogen fluoride as raw materials in accordance with the actual needs of production balance to achieve cleaner production of hydrofluoric acid. Fluorochemicals will be listed as a separate special plan in the “Twelfth Five-Year Plan”. The plan is to implement compulsory resource integration, and achieve a basic cessation of exports of fluorite and hydrofluoric acid to reduce by more than half.
Like rare earths, fluorite is also a national strategic resource, and it is becoming scarce. After the industrial transformation, the downstream of fluorine chemical industry are emerging industries such as nuclear power and power batteries. Therefore, the fluorine chemical industry is expected to become a real “gold industry” with policy support. According to Zhuan Wei’s forecast, considering that the situation in the fluorite industry is similar to that of rare earths, the introduction of policies will closely follow rare earths, and the time is expected to be in the first half of 2011.
