Jiangsu Environmental Protection has made another big move to start the renovation of the province’s coastal chemical parks! Or it will completely shut down the pharmaceutical, pesticide and dye intermediate projects in the chemical park!
Serious pollution in coastal chemical parks
On the evening of April 18, CCTV’s “Economic Half an Hour” column reported on the environmental pollution problems of three chemical parks (Yanwei Port, Duigou Port and Chenjiagang) in the Guanhekou of Subei Province under the title of “Illegal Pollutant Discharge”.

Guanhe is the largest tidal river entering the sea in northern Jiangsu. According to reports, since 2005, Guanhekou has established three chemical parks:
One is located in Yanwei Port, Guanyun County,
One is located in Duigou Port, Guannan County,
One is located in Chenjiagang, Xiangshui County.
The three chemical parks are mostly high-polluting chemical companies relocated from southern Jiangsu and Zhejiang. Products include dyes, pesticides, pharmaceuticals and intermediates.
Why does the chemical industry “favor” the coastal areas of northern Jiangsu so much?
CCTV reported that it was because some heavy-polluting chemical companies in the Yangtze River Delta were eager to find a foothold under the expulsion of the local government, and the underdeveloped areas of northern Jiangsu regarded this as a great opportunity for economic development. “Prefer to poison to death than to die poor” has become the mantra of local people ridiculing chemical pollution.
After the news report, the Environmental Protection Department of Jiangsu Province attached great importance to it, held a meeting overnight, set up a task force, and rushed to Lianyungang the next night to conduct a thorough investigation. The Lianyungang Municipal Government immediately stopped production in the Guanyun and Guannan chemical parks.
Comprehensively promote the renovation of coastal chemical parks

On the afternoon of the 21st, the provincial government convened a work conference on the renovation of coastal chemical parks in Lianyungang to comprehensively promote the renovation of coastal chemical parks and key environmental protection work.
At the meeting, Vice Governor Miao Ruilin pointed out:
To promote rectification and reform in an all-round way, we must be determined to shut down those involved, and those that are retained must be strictly controlled;
It is necessary to improve environmental protection facilities, improve management, and improve the environment of coastal chemical parks one by one;
It is necessary to strengthen departmental linkage, mobilize the participation of the masses, strengthen the accountability of inspectors, ensure that various rectification measures are implemented, and realize the reborn and rebirth of coastal chemical parks.
Shut down pharmaceutical, pesticide and dye intermediate projects

On May 22, the “Discussion Draft of the Jiangsu Provincial People’s Government on the Implementation of the “141” Environmental Treatment Project in Coastal Chemical Parks” (hereinafter referred to as the “Opinions”) obtained exclusively by the reporter showed that the three coastal cities of Lianyungang, Yancheng and Nantong in Jiangsu The pharmaceutical, pesticide and dye intermediate projects in the park are included in the following two categories:
“Prohibited, no approval is allowed”
“For the eliminated category, the projects that have been built must be closed within a time limit”
The document is a discussion draft on May 16, and the source said it may be finalized by the end of the month. It is understood that, referring to the environmental protection rectification practices in some regions, companies that need to upgrade and rectify environmental protection may be divided into three categories: upgrading processes while producing, suspending production and upgrading, and eliminating production.
According to the survey conducted by IFC on Lianyungang Guanyun and Guannan Chemical Parks, there are more than 110 chemical companies in Guanyun Industrial Park, among which the three largest subsidiaries of Runtu shares, and the others are small and medium-sized enterprises. Guannan Industrial Park is the only provincial-level chemical park in northern Jiangsu. There are 94 chemical companies in the park, mainly in heavy-polluting industries such as dyes and pesticide (medicine) intermediates.
If the “Opinions” are passed, the dye and pesticide (pharmaceutical) intermediate companies in the coastal chemical parks will be shut down, and the dye and pesticide (pharmaceutical) intermediate companies in Lianyungang and Yancheng three major chemical parks that are suspending production for rectification will resume production Hopeless!
